This circular notifies recipients that from 1 December there will be a new operator of the Adoption Register for England and Wales. The Register will be operated by the British Association for Adoption and Fostering (BAAF). Along with the change of operator will come some important changes to how the Register operates.
Although many of the Department of Health's Children and Families functions have transferred to the Department for Education and Skills (DfES), these circulars will continue to be issued in the Local Authority Circular (LAC) series for the foreseeable future.
