This circular sets out the requirements for handling case information for working with children in need following the current phase of implementation of the Integrated Children's System (ICS). Information on capital grants supporting the implementation is contained in LAC(2004)22 and LASSL(2004)25. This statement of business requirements must be met by the Integrated Children's System once implemented locally. It distinguishes ICS from the Information Sharing Index currently under development. It includes two requirements that meet recommendations in the Bichard Inquiry Report. This circular will be cancelled on 1st April 2007.

Although many of the Department of Health's Children and Families functions have transferred to the Department for Education and Skills (DfES), these circulars will continue to be issued in the Local Authority Circular (LAC) series for the foreseeable future.
