This circular provides details of the 2004-05 certification arrangements for local authorities that carried forward funding relating to the Children's Services (Quality Protects) grant from 2003-04 to 2004-05. Annex A of the circular lists the affected authorities.
LASSL (2003)5, published on 31 July 2003, set out the purpose and conditions of the grant.
Although many of the Department of Health's Children and Families functions have transferred to the Department for Education and Skills (DfES), these circulars will continue to be issued in the Local Authority Circulars (LAC) series for the forseeable future.
