This circular sets out the arrangements for the payment of the UASC (Unaccompanied Asylum Seeking Children) Leaving Care Costs Grant, in respect of the year to 31 March 2006. It should be read in conjunction with the Unaccompanied Asylum Seeking Children Leaving Care Costs Grant Determination for 2005-06. This Circular should be cancelled on 30 September 2006.

Form 1: Claim form and auditor certification
Part A: This is to be completed by all authorities that wish to claim funding from the UASC Leaving Care Costs Grant in 2005-06.
Authorities that (a) were rated 3 stars for social services (as of November 2004) or CPA excellent (as of December 2004) or (b) claim funding of less than £50k in 2005-06 should complete Part A only and send to the DfES, at the address given in paragraph 2.5, by 30 June 2006)
Part B: All other authorities (i.e. those that were not rated 3 star for social services (as of November 2004) or CPA excellent (as of December 2004) and which claim funding of £50k or more in 2005-06) must then forward Form 1 (with Part A completed) to their Auditor for certification by 30 June 2006. A copy should also be sent to the DfES. The local authority Auditor must complete Part B and send this, along with Part A, to the DfES by 30 September 2006. A list of all local authorities and their social services and CPA ratings in November 2004 and December 2004 respectively can be found at Annex A.
Form 2: BACS Form
Payment will be made by BACS. In order to process payments, applicants should complete the form attached and return it to the DfES only in the case of changed bank details or if your authority has not previously claimed for funding from the UASC Leaving Care Costs Grant.
Local authorities should ensure that Form 1 is completed, signed and returned by the appropriate dates. Failure to do so may result in some Signed copies of the claim form and auditor certification (Form 1) should be sent to: The Asylum Seeker and Refugee Children Team, Department for Education and Skills, 4F Caxton House, 6-12 Tothill Street, London SW1H 9NA.
Although many of the Department of Health's Children and Families functions have transferred to the Department for Education and Skills (DfES), these circulars will continue to be issued in the Local Authority Circular (LAC) series for the foreseeable future.
