This circular sets out local authority allocations for in respect of 2007-08 provisionally issued via LASSL (2005)6, together with confirmation of the Mental Capacity Act and Independent Mental Capacity Advocate allocations issued via LAC (2006)15.

LASSL 2006(1) and LASSL 2006(2) are issued to coincide with the overall Local Government Finance Settlement announced in Parliament on 28 November 2006.

LASSL 2006(1) notifies local authorities of both their adults’ Personal Social Services specific revenue and capital grant funding, and their children’s PSS funding insofar as this is provided by the Child and Adolescent Mental Health Services (CAMHS) grant. LASSL 2006(2) sets out how we propose to distribute the single capital pot and mental health elements of Supported Capital Expenditure (Revenue) (SCE(R)). Please note that these letters update LASSL 2005(6) and 2005(7) by confirming the grant allocations for 2007-08. LASSL 2006(1) includes contacts for specific grants.

This circular should be cancelled on 31 March 2008.

Details of individual grant allocations (where these are available), and a brief description of each grant, appear in the relevant annexes. In addition to CAMHS, a number of the grants allocated by the Department of Health (DH) are intended to support both children and adults’ services: Carers Grant, National Training Strategy Grant, Human Resources Development Strategy Grant and the Improving Information Management Grant. It is therefore important for this circular to be brought to the immediate attention of those responsible for children’s services.

This letter is provided for information only, and should be read in conjunction with a similar circular issued by DfES in respect of children’s PSS funding.
