This document has been issued for consultation to ensure that all those with an interest in adoption have an opportunity to contribute to the development of regulations and supporting guidance on the adoption support services provided by local authorities. It also sets out the draft regulations relating to the new arrangements for financial support for adoption to be made available from April 2003, and the draft conditions that are proposed to attach to the new ring-fenced grant for adoption support services (and in due course, special guardianship support services). This document is now obsolete.
