This circular encloses a consultation document which contains the proposed Regulations and National Minimum Standards for Residential Family Centres to be used by the National Care Standards Commission (NCSC) when it takes responsibility for registration and inspection of these centres in July 2002. It also contains a partial regulatory impact assessment, which discusses the benefits and costs of implementing these new regulations and standards.
