This letter sets out the main aspects of the 2003-04 local government finance settlement which are relevant to the funding provided for social services. The figures for Personal Social Services Formula Spending Share (FSS), grant allocations where available, and other details for each authority appear in the Annexes. The planned Personal Social Services Total Formula Spending provision and level of grants for 2004-05 and 2005-06 are also shown, in Annex A.
