The Preserved Rights grant was introduced in 2002/2003, to assist local councils in discharging their new responsibilities for meeting the costs of residential care for people with preserved rights. Annex A of this circular shows the individual allocations for 2004/05. Payments to councils rated 3 stars for social services in November 2003, will be made in one lump sum on or before 30th of April. Other councils will receive their grant quarterly starting on or before 30th April. There are no conditions attached to this grant and the Department will not be requiring grant certification. Although the funding is not ring-fenced, councils are reminded of their statutory responsibility for the provision of residential accommodation for people ordinarily resident in their area preserved rights.
