In May 2000, Department of Health and the Department for Education and Employment issued joint guidance on the "Education of young people in public care". This was sent out under cover of DH circular LAC(2000)13. With this circular copies of the summaries of the guidance, which have been developed for social workers and foster carers, are being sent. These are to be distributed to all social workers in councils who are looking after children and to all foster carers.
