Between November 2000 and July 2001, SSI undertook a series of inspections in six local councils. The purpose of the inspection programme was to establish the relationship between the degree of success local councils with social services responsibilities have had in implementing the modernisation agenda, and the existence or absence of certain key attributes associated with change management.

We found that the councils that were most successful at modernising had addressed the following elements :

  • the establishment of a clear vision owned by councillors and senior managers;
  • effective communication of the vision to all staff, together with channels to respond to managers about the challenges;
  • translation of the vision into business plans and strategies;
  • clear mechanisms to demonstrate change and progress;
  • staff clarity on the specific objectives for them and the support being given to achieve them; and
  • the establishment of a process to recruit and retain staff to do the job.
