This licence renewal inspection was carried out between 4 and 6 November 2003. The purpose of the inspection was to advise the Secretary of State on the continuing suitability of this establishment to be licensed as a secure children's home. The education service was inspected by two inspectors from HMI Ofsted, whose findings are included in the body of this report. The inspection was carried out using the new standards and criteria developed by the Social Services Inspectorate (SSI) for the inspection of the secure estate. Concluded that the quality of care provided to the young people was very good. However, staff were described as demoralised and felt that managers were not providing the support and inspection they needed.
