Overall inspectors found some good services for older people and their carers. The social services senior management team and lead councillors knew what had to be improved and were seeking to address the priority issues. But both corporately and within social services Swindon had made insufficient progress in response to the Joint Review report and in response to becoming subject to special measures in 2002. There was not yet an established track record of significant achievement in improving social services. Concluded that Swindon was serving some people well but that prospects for improvement were poor.
