Independence matters: an overview of the performance of social care services for physically and sensory disabled people

The Government envisions that physically and sensorily disabled people should be benefiting from the modernisation of social care along with other service users. This report found evidence that although some progress was being made, it was slow and patchy and too many disabled people still did not have the opportunities they sought and the support they needed to live independently and take control over their lives.
