This inspection of Lincolnshire County Council's services for adults with mental health difficulties took place between 24 September and 7 October 2003. This report evluates the implementation of government policy relating to the social care needs of adults of working age, who experience difficulties with their mental health.
The inspection revealed a mixed picture. The council and its partners were to be commended on the progress they had made in bringing together health and social care services in an integrated service. A clear value base had been articulated for the new service and a sound platform had been built, with strong and clear leadership from the top. The inspection found some examples of good practice and in some parts of Lincolnshire there was a good range of services.
On the other hand, there were concerns about fair access to services and the extent to which the care programme approach (CPA) had been effectively implemented. Also, there were uncertainties concerning the capacity of partners for the delivery of key national service framework (NSF) targets.
