This document presents a draft of the Human Tissue and Embryos Bill and supporting documents. It is intended to revise the law on assisted reproduction and embryology, and to establish the Regulatory Authority for Tissue and Embryos (RATE).
The draft Bill follows on from the policy proposals outlined in the white paper, Review of the Human Fertilisation and Embryology Act, published in December 2006.
The draft Bill has been produced following an extensive review of the existing legislation, first announced in 2004, and including a public consultation exercise in 2005. The Bill will now be subject to pre-legislative scrutiny by a Parliamentary Select Committee set up for that purpose. The scrutiny process is likely to involve collection of evidence from stakeholders, and to result in a written report and recommendations to Government about the provisions in the Bill. The pre-legislative scrutiny process is expected to conclude by 25 July 2007.
