The Statement of Financial Entitlements (Amendment) (No.2) Directions 2007 make changes to the Statement of Financial Entitlement (SFE) 2005 published on 30 March 2005, with effect from 3 August 2007. The SFE relates to the payments to be made by primary care trusts to a contractor under a General Medical Services contract.

This amendment introduces two new sections to the SFE reflecting the carrying forward for a further twelve months of the Improved Access Scheme DES and the Choice and Booking DES.  The new sections can be found at 7E and 7F respectively.

The rules relating to the four new Directed Enhanced Services introduced for 2006/07 have been retained within the SFE to provide a mechanism that allows for any outstanding payments to be made.  The sections remain as:-

7A Towards Practice Based Commissioning;
7B Improved Access Scheme;
7C Information Management and Technology Scheme;
7D Choice and Booking Scheme.

Some minor amendments can be found at SFE paragraphs 2.17, 6.18, 13.12 (x2), 13.19 (x2), 15.3 and 16.8.  These amendments reflect the fact that 2008 is a leap year.  In each of these places we insert the text "(or X/366 where the financial year includes 29th February)" after the current reference to "365".
