This annual report to Parliament provides the information required by the Children Act 1989. In Part 1 it describes the main changes, in the context of social care, which have taken place in the year. Part 2 has 13 chapters which track the progress of a number of initiatives and examine the development of the supporting areas of management, regulation, participation, training and resources. Secure attachment, stability and protection from harm are reviewed; the statistics show that the number of children looked after continues to increase. Abuse and neglect are reasons for children being looked after. The life chances of children in need, children looked after and care leavers are examined through available statistics, inspections and research.
