Millions of people may face a mental illness at some point in their lives and one of the Government's main priorities is to improve the quality and consistency of health and social care services for people who suffer mental health problems.

The Government's strategy for modernising mental health services has three elements. The first two involved making investment a priority and making reform a priority. The third element is to make law reform a priority and this White Paper details how these reforms will be made by reforming the Mental Health Act 1983. Part one of the White Paper sets out the new legal framework for the provision of care and treatment without the consent of a person with a mental disorder in their interests or the interests of public safety. Improvements to the safeguards to protect patients both with and without the use of compulsory powers are outlined. A glossary of terms is included.
