Commissioning a Patient-led NHS saw the reconfiguration of PCTs as the first stage in delivering a robust infrastructure from which to strengthen the commissioning function of PCTs. Stage two focuses on ensuring that PCTs are fit for purpose.
As part of the Fitness for Purpose programme, organisational assessment and commissioning capability diagnostic tools have been developed and are currently being implemented. Tools for wave 1 and wave 2 were published in May 2006; these were replaced by tools for wave 3b, published on 4 January 2007.
