This report was instigated by the events that took place following the death of Mr Cyril Isaacs on 26 February 1987. It investigates and documents the procedures and circumstances which led to the removal and retention of his organs and it also attempts to see whether similar practices occured at other public mortuaries after deaths outside hospitals.
