A research study was commissioned by the Department of Health in July 2006 to support the development of regulation policy.
It followed a wide engagement of interested stakeholders in the Wider Regulatory Review and looks specifically at the role for economic regulation in the new NHS and social care system. It draws on lessons from other sectors (telecoms, mail and rail) and from other health and social care systems (Australia, Germany, The Netherlands, Norway, Singapore) to describe the regulatory functions needed to ensure the effective operation of these systems. It then proposes options for the future regulatory architecture for health and social care and assesses the pros and cons of each option.
These lessons and the option appraisal provide a robust evidence base for the proposals in the November 2006 consultation document 'The future regulation of health and adult social care in England'.
