This report is a response to the Director of Finance's commission (in his June 2006 report on NHS Financial Performance, 2005/06) asking for "further detailed analysis from the Department's Chief Economic Advisor" to consider factors that may have caused the emergence of deficits in 04/05 and contributed to their apparently uneven geographical distribution
