This document outlines the mandatory requirements for the 2006-07 reference costs collection. It updates and supersedes previous costing guidance. It should be read in conjunction with the latest version of the NHS Costing Manual.
Overview
It is the Department's intention to regularly update the NHS costing manual, to ensure that current best practice is implemented throughout the NHS. Staff with an interest in costing are strongly advised to check the costing website regularly.
The main changes to the guidance for the 2006-07 collection are the introduction of HRG4 and the collection of spells.
The return is mandatory for all providers of services to the NHS. It is also mandatory for commissioning of services for NHS patients whose care is provided by non-NHS providers. Information is also required for services provided to NHS patients under a sub-contract from a NHS provider. Hospices and nursing homes are excluded from this requirement.
Payment by Results (PbR)
Reference costs data is used to inform the national tariff under Payment by Results. It is therefore essential that the reference cost collection is of the highest quality and accuracy.
Significant interest in the quality and accuracy of the return by External Auditors and the Audit Commission is expected to continue.
Action
Reference cost returns (data files and relevant statements) are required to be returned to the Department of Health by Friday 29 June 2007.
