Caroline Flint MP, Minister of State for Public Health wrote to all PCT Sexual Health Leads in January 2006 notifying them of this exercise. The National Baseline Questionnaire of Contraceptive services was a commitment outlined in the White Paper: Choosing Health. This has been the most comprehensive review of contraceptive services ever undertaken nationally.
The baseline review of contraceptive services was a voluntary collection and 246 PCTs submitted a completed return, representing an 82% response rate. Not all responders answered all questions. Input data presented refers to those PCTs who supplied a response as well as those answering specific questions.
Some areas may have already used the local results to address local provision but this information should still be useful to make comparisons with other areas and to provide a national overview.
Finally, the baseline review of contraceptive services was undertaken in 2005/06 covering activity in 2004/05. There have been changes to PCT and SHA boundaries and in some areas, service provision since completion of the questionnaire. However, we believe the snapshot presented is still indicative of contraceptive services provision nationally and provides a useful overview of the responses to the questionnaire and of contraceptive service provision in England.
