This document provides background information on a consultation by the Medicines Control Agency on proposals to provide a statutory defence, against breach of copyright, for health care professionals (primarily pharmacists) when they copy patient information leaflets to meet their obligations under Directive 2001/83 EC (the provisions formerly in Directive 92/27 EEC).
