In June 1998, the then Secretary of State for Health, the Right Honourable Frank Dobson MP, announced the establishment of an inquiry into the management of the care of children receiving complex cardiac surgery at the Bristol Royal Infirmary (BRI) between 1984 and 1995.

The Inquiry was asked not only to reach conclusions about the events at Bristol, but also to make recommendations, drawn from its analysis of those events, which could help secure high quality care across the NHS.
