This review of adult critical care services proposes a modernisation programme to develop a comprehensive critical care approach based on severity of illness. Patients' needs would be determined according to the level of care their condition requires. The report introduces the comprehensive critical care concept and then discusses its organisation within NHS Trusts and between them. Human resource aspects are considered and the use of standards and guidelines covering all aspects of care is discussed. Recommendations are summarised under the headings of those that can be implemented immediately and those for medium term implementation. An extensive bibliography is included.
