Consultation document on Residential Allowance transfer (RA)

On 21 May 2002 the Government announced its intention to remove Residential Allowance (RA) and the Part III Accommodation (Part III) rate of Income Support (IS) with effect from October 2003. These benefits have already been withdrawn for new care home residents since April 2002. The complete abolition in October 2003 is linked with the introduction of Pension Credit. This consultation document sets out the sum to be transferred, DH's proposals on how to allocate the grant, exemplifications of the grant allocations and a draft special grant report.
