This report reviews the activities of the Mental Health Review Tribunal (MHRT) for England and Wales from April 1999 - March 2001. The role of Tribunals under the Mental Health Act 1983, and categories of Tribunal hearing, are described. The role of Tribunal members is discussed with reference to legal, medical, and lay members, and the MHRT secretariat. Reports of Tribunal regional offices are summarised. Recent developments affecting the care of severely mentally disordered people, including the Mental Health (Patients in the Community Act) 1995, are reviewed together with changes applicable specifically to England and Wales. Statistics relating to admissions under the Mental Health Act 1983, the current detained population, and numbers of applications and hearings are summarised. Management action is reviewed with respect to targets for hearings, the MHRT secretariat, and other recommendations. The activities of Working Groups and other initiatives are described, and budgets for the 1999-2001 financial year are provided.
