The main issues affecting the mental health workforce, education and training are considered by a Workforce Action Team, in the context of the Government's wider agenda for the Modernisation of Mental Health Services. This report begins by placing the perspective of both the service user and carer at the forefront to emphasise the need to plan and deliver services within that context. Some of the developments that are having an impact on workforce issues are then considered, including pay and housing, child care and flexible retirement. While the official remit of the report concerned adult mental health services, services for other client groups are outlined, including child and adolescent and prison mental health services.The perspective of the non-statutory sector is also considered, as voluntary services play such a crucial role. Future developments are outlined and summaries are given of the Key Area Group Reports, which include improving the recruitment and retention of staff, raising the profiles of careers in mental health services and promoting shared learning of innovative practice.
