The issues considered by the Inspector in this report arise from the particular case of Mr Cyril Isaacs, whose brain was retained without consent after a coroner's post mortem. However, the Inspector found that the retention of the brain was part of a wider research arrangement between Manchester University and the North Manchester coroner's service from 1985 to 1997. The Inspector's insights into other instances of similar practice bear on the use of adult organs and tissue more generally.
