The Government's health strategy aims to improve the health of everyone and the health of the worst off in particular. The NHS Plan reinforces this aim and builds upon the action plan set out in 'Saving Lives: Our Healthier Nation'. Full implementation of the Government's health strategy and modernisation programme for health and local authoritity services is dependent on achieving a stronger public health function. This report sets out a framework for strengthening the public health function and is a key component of impementing the NHS Plan.
