The report highlights that in 2003: the majority of scheme members required to submit Annual Financial Returns (AFRs) did so in accordance with the agreed timetable and there was a slight fall in the average delay in submitting returns; the 4.5% price reduction continued to deliver annual savings to the NHS of some £250 million; the improved allowances of up to 23% of NHS sales for research and development (R&D) continued to provide significant support for R&D and innovation. However, despite an improved level of compliance by scheme members there remain concerns about whether submitted AFRs meet the degree of transparency required by the scheme.
