On the transfer date, 1st December 2003, any right or liability of a person as a member or former member of a Community Health Coiuncil (CHC) shall transfer to the Secretary for State for Health. On the transfer date, 1st December 2003, any property held and any right enjoyed or liability incurred in respect of the functions of the Association of Community Health Councils for England and Wales (ACHCEW) by a person as a member or former member of a CHC which was a member of ACHCEW shall transfer to the Secretary of State for Health.
