This competency framework lays out the competencies, both technical and personal, required of the three leaders of a PCT: the chair of the board, the chief executive and the chair of the Professional Executive Committee (PEC), also called the clinical lead. It argues strongly that the three roles should be considered together, particularly in the way appointments are made and in how the leadership duties of the PCT are organised between the individuals concerned, enabling each to play his or her strengths.
