This report is part of the Department's response to the recognition in the Mental Health National Service Framework, launched in September 1999, that services were not adequately meeting the needs of black and minority ethnic service users and that communities lacked confidence in mental health services. There are no more important challenges facing mental health services. The innovations laid out in the MHNSF and NHS Plan aim to improve the lives of all service users including those from minority ethnic communities, but more can be done.
