The welfare of our children and young people is crucial to the future well-being of our society. We know that abuse and neglect in childhood can cause long-lasting damage with consequences into adulthood. The safety and welfare of children has been of increasing public concern over the past 50 years. The Government made a commitment in the 1998 White Paper Modernising Social Services (2) to put in place new arrangements to commission from all its Chief Inspectors of services involved with children a joint report on children's safeguards. These reports will be produced every three years.
