The report on the Independent Inquiry into how NHS services in Yorkshire dealt with concerns raised about two doctors - Dr William Kerr and Mr Michael Haslam. The inquiry focuses on the way in which the NHS in Yorkshire responded to concerns raised by patients against Dr Kerr ...A 'trial of the facts' in December 2000 concluded that Dr Kerr, a psychiatrist practicing in Yorkshire in the 1960s, 1970s and 1980's, had indecently assaulted a highly vulnerable psychiatric patient. The inquiry also included an examination of the responses into allegations made against Mr Haslam, another consultant psychiatrist working in Yorkshire.

In order to attempt explanation, the Inquiry also sought to examine the events that occurred in the hospitals, clinics and GP surgeries of North Yorkshire, primarily during the 1970s and 1980s.
