This document is published in order to assist the NHS in devising local HR plans that will make a major contribution to meeting its objectives and achieving financial balance. The main aim is to ensure continued consideration by Boards of workforce issues following this year's Local Delivery Planning process. The major workforce themes highlighted within this document will form the basis of a more detailed 'workforce strategy' which will be developed in autumn 2005.
