Investment in cancer in 2001/02 and 2003/04

The NHS Cancer Plan published in 2000 stated that cancer services would receive and extra investment of £280 million in 2001/02, rising to £407 million in 2002/03 and £570 million by 2003/04. This report marks the end of a three-year exercise to see if this investment in cancer services had been made. The report covers investment in England planned above the baseline year of 2000/01.

An interim report was published in September 2004, which looked at additional investment over the first two years. It showed that after a slow start in year one (2001/02), when investment was below expected levels, that the position had improved by the end of year two (2002/03), with investment being almost exactly at planned levels by then (£406m).

Key findings

  • Total cumulative investment in cancer services over the three-year period to 2003/04 was £639 million set against a target of £570 million
  • The main areas for investment from baseline allocations continued to be chemotherapy drugs and extra staff
  • Most networks report substantial investment in staff, including a range of new appointments that are contributing to the delivery of the cancer objectives. Expansion of consultant numbers and investment in new services accounted for 32 percent of total revenue investment.
  • A significant additional investment in capital expenditure on equipment was made in 2003/04 compared with the previous two years. This included 76 items of new and replacement scanning equipment.
  • We expect the excellent progress to continue. Further investment in cancer services has been signed up to in the latest round of Strategic Health Authorities (SHAs) Local Development Plans.
