This guidance is deigned to support Strategic Health Authority (SHA) staff in understanding their role in the NHS LIFT business case approval process for schemes reaching their first financial close i.e. they are setting up their LIFT company. Please note that there is separate guidance covering the NHS LIFT business case approval process for established LIFT companies reaching financial close on further schemes they are developing.

The guidance document provides an overview and explanation of the:

  • process to be followed on a step by step basis from Strategic Service Development Plan (SSDP) to financial close
  • approval process with a particular focus on the proactive and supporting role of the SHA in this process.
  •  overall approval process.

The guidance is supported in a practical way by the accompanying appendices. Appendix B contains a business case checklist, which highlights the type of documentation and level of information the approving body should expect to see at each stage of the process. Appendix C provides a template to be used in putting the business case together. The intent of this template is that the end product is a short, focuses and proportionate document which is cross referenced to relevant supporting documentation made available in relevant appendices.
