The purpose of this Education and Training - Supplementary Guidance is to provide a framework to deliver appropriate education and training for community development workers for Black and minority ethnic communities, that recognises the principles of 'Shifting the Balance of Power' and the requirement to take account of local needs and local decision making. It is aimed at: Primary Care Trusts (PCTs) as employers as well as commissioners and providers of mental health services; other potential employers of CDWs such as Local Authorities, Voluntary sector organisations, Mental Health Trusts; Foundation Trusts; etc.
