From April 2006 (subject to Parliamentary approval of the necessary regulations), primary care trusts (PCTs) will take over responsibility for commissioning primary care dental services, within a national framework. PCTs will be expected to commission specialist as well as general dental services from within the budgets being devolved for NHS dentistry.

This guidance builds on the implementation guide issued in October 2005.  It sets out in more detail commissioning arrangements associated with specialist services to ensure the successful development of contracts for April 2006.

The guidance is divided into two main parts:

  • Overview of arrangements for commissioning specialist services and the transition from current contractual arrangements (Sections 2-4)
  • Details of the new arrangements for commissioning orthodontic services (Sections 5-14).
