Chief Executives and their executive and non-executive teams, in particular HR Directors, are encouraged to read this document and use it to develop and implement workforce scorecards in their organisations.

Workforce is a crucial enabler to service improvement and increased organisational efficiency, as well as quality and patient experience and it needs effective and innovative management. Across the NHS there needs to be an increased focus on improved productivity and greater financial efficiency, through new ways of working and service redesign. Consequently, it is now increasingly important that workforce and HR issues are integrated into health and social care planning, to improve staff productivity and better patient care.
