Practice based commissioning GP practice survey

This is the first quarterly practice survey for 2009, covering a sample of practices from each primary care trust (PCT). The aims of the survey are to get feedback from practices on their perception of the support offered by their PCT and on the clinical and financial engagement of practices with PBC. The survey is part of a group of indicators that will be assessed together to give a picture of PBC implementation

Key findings

  • Seven in ten practices have been given an indicative budget (69%).
  • Just under two thirds of practices have agreed a commissioning plan (64%) 
  • Support for PBC is at 64% (broadly in line with previous waves), with a further 20% neutral. Only 5% of practices now remain strongly against the policy
  • There is a continuing upward trend in the proportion of practices commissioning new services through PBC (up from 56% in the last survey to 61% in the latest)
  • There is a continuing upward trend in the proportion of practices providing more services (up from 47% in the last survey to 51% in the latest).
  • The number of practices submitting service design business cases to PCTs has risen slightly to 63%
  • There is an increasing trend in the proportion of practices that agree PBC has improved patient care
  • 2,613 practices had been approached of which 1,898 replied - a response rate of 73%. This is the highest achieved so far and at least 5% better than each of the three previous surveys.
