In early 2006, the Department of Health and the Healthcare Commission conducted a joint review of the methodological issues involved in using the national patient survey programme to calculate national patient experience scores for the PSA.   Details of the agreed upon methodology can be found in Annex A of the Technical Paper below.

Background information about the National Survey of NHS Patients and how results from the survey are used is given in Chapter 11 of The Better Metrics report.  The document also presents, survey by survey, the subset of core questions from the National Patient Survey Programme that are used by HCC and DH to construct measures of performance.   More information about The Better Metrics Project can be found on the Healthcare Commission’s website.
