The KS1 return collects Council data for 19 PAF indicators that is not collected on other returns, requires data from two or more returns to be combined or is collected on a return that may not be available in time to produce the PAF Indicators publication or to use for star ratings.
Two indicators on inspections have been deleted, a new one on direct payments has been added and the two user survey indicators have been replaced. The definitions of 8 unit cost indicators, one expenditure indicator and the health of children looked after indicator have changed, 6 others will be affected by changes to the definitions of reviews and assessments in RAP and for 5 others former Preserved Rights clients are to be excluded.
A prefix has been added at the start of each indicator number to indicate whether the indicator relates to children and families (CF/) or adults and older people (AO/) and the indicators have been sorted so that all those relating to children and families come first, followed by all those relating to adults and older people. Past indicator numbers have been retained and the next three consecutive numbers (51, 52 and 53), preceded by a letter from A to E to indicate the appropriate domain, have been used for the one new and two replacement indicators.
The 2002-03 return can be downloaded here in Excel 97 format (NB REVISED VERSION 6 MAY 2003). Completed copies should be sent to KEYSTATS@doh.gsi.gov.uk by 31 May 2003. The information that needs to be entered is set out in the guidance notes below.
The KS1 return for 2002-03 is available for completion under the Internet Data Collection Project. Where RAP is completed before KS1, we have provided automatic carry forward of data from RAP to KS1 on IDC (with an option to override); as much of the KS1 data is drawn from RAP this offers councils the opportunity to save on data entry and avoid unintended inconsistencies and we therefore recommend submitting KS1 in this way - it is the only option for RAP.
The following guide gives indicator definitions restricted to the indicators collected on the Key Statistics return for 2002-03 and rearranged in the order of the items on the Key Statistics data entry sheet. All the items that will need to be entered on the Key Statistics return are included so councils can use this as a specification of the data that they will need to assemble.
