The 1999-2000 data set is the second set of data for England published by the Department of Health for the performance indicators associated with the PSS PAF. The data were supplied to the Department by each of the 150 councils with social services responsibilities. Data for the year ending 31 March 2000 are available for 37 of the 50 indicators, two of which (A2 educational qualifications of children looked after and E45 ethnicity of children in need) are reported on for the first time. The data for the remaining 13 will come on stream over the next two years.
A number of the indicator values for 1999-2000 included in the publication have since been revised and details are given in each of the sections below. The main revisions arise from checks carried out with councils with social services responsibilities to resolve differences between data supplied on their Key Statistics returns used in compiling the publication and (a) final expenditure data from the RO3 return that was published in May 2001 and (b) Audit Commission Perfomance Indicator data published in January 2001. Revisions made in December 2005 arise from ONS revisions to the mid year population estimates in the light of the 2001 Census results; these only effect indicators C26-33. Revisions made in November 2003 arise from substituting 2001 Census data for 1991 Census data in indicator E45; no other indicators are affected.
The bandings for indicators A1, C28-32 and E49 were revised when the 2001-02 data were published on 15 November 2002. In most cases the revisions are intended to apply to earlier years also. Revised bandings for 1998-99 and 1999-2000 are included in the Key Indicators Graphical System (KIGS) and may be calculated from the bandings shown here by reassigning to band 5 values for C28-32 and E49 currently assigned to bands 2H, 3H or 4H and values for A1 currently assigned to bands 2L, 3L and 4L.

The Statistical press release (see link below) includes a table showing revised averages for England and for Audit Commission groups. Data for individual local authorities, as well as these averages and corresponding medians, quartiles, minima and maxima, are available in a spreadsheet.
Provisional PSS PAF data for 1998-99 was published on 24 November 1999 in "Social Services Performance in 1998-99: The Personal Social Services Performance Assessment Framework"
in Portable Document Format . This version (see link below) differs slightly from the paper version; the errata can be found below.
The data shown in this document have now been superseded; more up to date definitions and other information is given in the 1999-2000 publication. The indicators in the Performance Assessment Framework (PAF) were agreed by national and local government following a consultation in 1999.
The data for the indicators came from a number of sources. Data for 31 of the 35 currently available was collected from local authorities on the Key Statistics return and these are the only indicators that were revised on 11 May 2000.
