Community care statistics 1999: Home help/ home care services, England

National Statistics on home help/home care services purchased or provided by local authorities in England, for a survey week in September 1999 were published in a Statistical Press Notice.

Main findings

  • An estimated 2.7 million contact hours were provided to around 424,000 households. Compared with 1998, this represents an increase in the number of contact hours of almost 3 per cent and a fall in the number of households receiving home help/home care of 5%. This suggests that local authorities are providing more intensive services for a smaller number of service users.
  • Around 34% of households received 6 or more visits and more than 5 hours of care, with about 16% getting 6 or more visits and over 10 hours of care in the week. In 1998, around 30% of households receiving care had 6 or more visits and over 5 hours care.
  • 24% of households receiving care had only a single visit during the week compared with 28% in 1998. In the vast majority of cases the visit lasted 2 hours or less.
  • Around two fifths of households received their home help/home care from Independent sector providers and around half (51%) of the contact hours were provided by this sector.

Between September 1992 and September 1999

  • The number of contact hours has increased by 59% while the number of households receiving services has decreased by 20%.
  • The proportion of contact hours provided by the independent sector has increased from 2% to 51%.
  • The average number of contact hours per household has almost doubled (from 3.2 hours in 1992 to 6.3 hours in 1999). Over the period the proportion of households receiving over 5 contact hours and 6 or more visits has increased from 11% to 34%. Just under half of households received 6 or more visits during the week in 1999, compared with 16% in 1992. The proportion of households receiving only one visit of 2 hours or less in duration has decreased from 42% in 1992 to 21% in 1999.
